PARTISIPASI MASYARAKAT DALAM PENGELOLAAN SAMPAH PERKOTAAN: STUDI KASUS JAMBANGAN, SURABAYA

Environmental problems, especially waste, increasingly threaten the sustainability of densely populated areas. Kampung Jambangan, Surabaya has successfully supported the achievement of Sustainable Development Goals 11: Sustainable Cities and Communities, reflected through sustainable environmental management practices, strong community participation, and institutional legitimacy through the Green and Clean program and the Kalpataru award as a form of recognition for community-based settlement innovation. This research aims to examine the strategic role of the community in supporting the effectiveness of waste management in Jambangan Village, as well as how the practice reflects the principles of a smart, inclusive, and empowered community in the context of sustainable development. This research uses a qualitative approach through participatory observation for a month in Jambangan Village, in-depth interviews with the Head of RW 03 Jambangan, the Manager of the Jambangan Recycling Center, and the owner of the Tris Flower Small and Medium Enterprise, as well as documentation of residents' activities, all of which are analyzed to identify patterns of community participation in waste management. The results of the study show that the success of waste management in Jambangan Village is highly dependent on the active participation of the community through the waste bank community which results in an estimated reduction of 50%-60% of the volume of waste to landfills, as well as increasing the socio-economic empowerment of residents. Participatory waste management practices in Jambangan Village show how citizen involvement can be an adaptive model to reduce the burden on the city's waste system, improve resource efficiency, and strengthen socio-environmental resilience in the midst of urbanization and climate change. The findings suggest that active community engagement has a significant effect on the effectiveness of urban waste management, which is relevant to be applied in a global context to support the development of clean, healthy, and sustainable cities.
