Abstract

Perdagangan pangan internasional tidak hanya merupakan aktivitas ekonomi, tetapi juga menjadi ruang komunikasi antarnegara melalui diplomasi, negosiasi, pertukaran informasi, dan pembangunan kepercayaan dalam menjaga stabilitas sistem pangan global. Perbedaan kapasitas perdagangan dan tingkat ketahanan pangan menunjukkan bahwa strategi komunikasi internasional perlu disesuaikan dengan karakteristik masing-masing negara. Penelitian ini bertujuan menganalisis pengaruh perdagangan komoditas pangan terhadap ketahanan pangan, mengelompokkan negara berdasarkan karakteristik perdagangan dan ketahanan pangannya, serta merumuskan strategi komunikasi internasional bagi setiap kluster. Penelitian menggunakan pendekatan kuantitatif dengan data perdagangan pangan dari International Trade Centre (ITC) dan Global Food Security Index (GFSI) pada 105 negara. Analisis dilakukan menggunakan regresi linear berganda dan K-Means Cluster. Hasil penelitian menunjukkan bahwa negara-negara dunia terbagi ke dalam empat kluster dengan karakteristik perdagangan dan ketahanan pangan yang berbeda. Setiap kluster memerlukan strategi komunikasi internasional yang berbeda, meliputi kepemimpinan global, perluasan perdagangan, penguatan sinergi perdagangan, dan pembangunan kapasitas domestik. Temuan ini menghasilkan kerangka strategi komunikasi internasional berbasis kluster yang lebih adaptif untuk mendukung perdagangan pangan dan memperkuat ketahanan pangan global.
